If the best available scientific knowledge recommends a policy response to climate change, why don't governments act? What happens when certain opinion leaders claim that climate change is a hoax or that it is not anthropogenic? We examine the interface between scientific knowledge and popular opinion and their respective roles in motivating public policy.
